Dagmawit Shiferaw has been appointed Director General of the Ethiopian Capital Market Authority (ECMA), taking over from Hana Tehelku, who has been named Commissioner of the Ethiopian Investment Commission (EIC). The changes were announced as part of a wider leadership reshuffle affecting institutions central to Ethiopia's economic reform agenda.
Dagmawit assumes leadership of ECMA at a time when the regulator is expanding its oversight of securities markets, market intermediaries, and investor protection. The Authority has been building the regulatory framework needed to support Ethiopia's emerging capital market, including the Ethiopian Securities Exchange, which launched in January 2025.
Hana Tehelku moves to the EIC after overseeing a period of development at ECMA that included expanded licensing of capital market participants and the licensing of Ethiopia's first foreign investment bank by mid-2026. At the EIC, she will lead the institution responsible for attracting foreign direct investment, facilitating investment projects, and addressing regulatory and administrative barriers facing investors.

The reshuffle extends beyond the top positions. Yirgalem Assefa (PhD) has been appointed Deputy Director General of ECMA. At the EIC, Melekit Sahlu and Baysa Bedada (PhD) have been named Deputy Commissioners. Former EIC Commissioner Zeleke Temesgen has moved to Ethiopian Investment Holdings (EIH), where he and Jafar Bedru have both been appointed Deputy Chief Executive Officers.
The leadership changes come as Ethiopia continues to push forward with economic liberalisation measures, including foreign exchange reforms, opening previously restricted sectors to foreign investors, and strengthening domestic capital mobilisation. ECMA's next phase will focus on translating its regulatory foundations into a deeper and more liquid capital market capable of attracting more issuers and investors.
Ethiopian Investment Holdings manages major state-owned enterprises and holds a stake in the Ethiopian Securities Exchange, linking the reshuffle directly to the country's capital market and state-asset reform efforts. The redistribution of senior leadership across ECMA, EIC, and EIH places experienced officials in key roles across institutions that shape investment, securities regulation, and state enterprise management.
The appointments form part of a broader reshuffle of senior government officials under Prime Minister Abiy Ahmed's newly formed administration.
