
Prime Minister Abiy Ahmed has appointed Hana Tehelku as Commissioner of the Ethiopian Investment Commission, moving her from the Ethiopian Capital Market Authority where Dagmawit Shiferaw takes over as Director General.
Prime Minister Abiy Ahmed has appointed Hana Tehelku as Commissioner of the Ethiopian Investment Commission (EIC). Meleket Sahilu and Bayissa Bedada (PhD) have been named Deputy Commissioners.
Hana joins EIC from the Ethiopian Capital Market Authority (ECMA), where she served as Director General. Dagmawit Shiferaw replaces her at ECMA. Hana takes over the EIC leadership from Zeleke Temesgen (PhD), who has been appointed Deputy CEO of Ethiopian Investment Holdings.
Hana is a lawyer by training, holding an LLB from Mekelle University and an LLM from Addis Ababa University. She began her career as a tax attorney at the Ethiopian Customs and Revenue Authority and later worked as a public prosecutor and anti-corruption team leader at the Federal Attorney General's office. From 2021 to 2024, she served as Deputy Director General of the Economic Crime Directorate General.

She joined ECMA as Legal Counsel and was named Director General in August 2024. During her tenure, the regulator licensed market participants, built its regulatory framework, and supported the launch of Ethiopia's formal securities market.
The Ethiopian Investment Commission was established in 1992 to promote private investment, particularly foreign direct investment. It facilitates investment projects and works to remove regulatory and administrative barriers facing investors.
The leadership change comes as Ethiopia continues to develop its capital markets infrastructure alongside broader investment promotion efforts. Hana's move from the securities regulator to the investment commission places her at the center of the country's push to attract and retain private capital.
